Yet, beneath the surface of this trillion-dollar industry, the structural integrity of the traditional "telco" is beginning to fray.
According to the newly released 2026 Telco of Tomorrow study by EY-Parthenon—based on interviews with nearly 100 global telecommunications C-suite leaders—the industry is hurtling toward an existential crossroads. While 97% of telecom executives expect artificial intelligence to deliver major productivity gains within the next five years, their optimism masks a profound organizational vulnerability. Crippled by legacy operating models, an impending labor crisis, and multi-front assaults from orbital satellites and cloud hyperscalers, the architects of our interconnected world are suddenly fighting to remain relevant.
The 75% Upheaval: A Workforce Paradox
The most jarring revelation buried in the EY-Parthenon data is a looming labor crisis of unprecedented scale. Nearly seven in ten executives (69%) project that three-quarters of their workforce will need to be either upskilled or entirely replaced over the next five years as AI-enabled operating models take hold.
This is not a gentle corporate transition; it is a structural eviction. We are witnessing the automated hollowing out of legacy telecommunications. Across Europe, tier-one carriers are already telegraphing the human toll. BT Group recently announced plans to slash up to 55,000 jobs by the end of the decade, with executive leadership openly confirming that roughly a fifth of those roles—primarily in customer support and network maintenance—will be directly replaced by AI. Similarly, Vodafone is executing an 11,000-person workforce reduction to simplify operations, while paradoxically insourcing over 7,000 software engineers.
This dynamic exposes a severe workforce paradox. Telecom giants are desperately trying to shed legacy field technicians and call-center staff in favor of machine learning engineers and cloud architects. Yet, according to the study, only 31% of leaders believe the telecom sector will rank among the most attractive industries for employees in five years.
How does an industry reinvent itself when the architects it needs refuse to walk through the door? Top-tier software talent consistently favors the equity packages and agile environments of Silicon Valley hyperscalers and AI startups. Meanwhile, labor unions like the Communications Workers of America and UNI Global Union are sounding the alarm, establishing collective bargaining guardrails against unannounced algorithmic displacement. Carriers are caught in a trap: they are cutting the workforce they have, but cannot attract the workforce they need.
The Strategic North Star Deficit
The gap between boardroom ambition and operational reality is widening. While 97% of executives are sold on AI's theoretical ability to revolutionize customer care and network optimization, realizing these gains remains a distant mirage for many. More than half of the surveyed leaders (54%) cite budget constraints as the primary barrier to transformation, while 43% point to a lack of current internal skills.
Most damningly, 34% of telecom executives admit their organizations lack a clear "strategic North Star." They are attempting to bolt cutting-edge generative AI onto fragmented, decades-old operational support systems.
Cédric Foray, EY Global Telecommunications Sector Leader, articulates the bottleneck perfectly: "Telcos are not short of growth opportunities. The greater challenge is whether they have the operating models, skills and strategic clarity needed to capture them. AI has the potential to reshape how telecom companies operate, but technology deployment alone will not determine success. The organizations that create the most value will be those that successfully align business strategy, talent development and operating model transformation."
Without fundamental organizational redesign, AI investments risk becoming expensive, isolated pilots that fail to scale. With global operator revenues growing at a sluggish compound annual rate of just 2% to 3%, and network capital intensity—particularly from recent 5G standalone deployments—devouring up to a fifth of those revenues, carriers simply do not have the balance sheet to survive a botched digital transformation.
Frenemies at the Edge and Threats from Above
Compounding the internal dysfunction is a rapidly shrinking competitive perimeter. For decades, the primary threat to a telecom operator was the rival carrier across the street. Today, the threat is orbiting directly overhead.
Two-thirds (66%) of telecom executives now identify low-Earth orbit (LEO) satellite operators as a leading source of disruption. Constellations like SpaceX's Starlink, Amazon's Project Kuiper, and AST SpaceMobile are systematically bypassing terrestrial tollbooths. With direct-to-cell technology enabling standard smartphones to connect seamlessly to space-based payloads, the lucrative economics of rural broadband monopolies and global roaming interconnect fees are under severe threat.
Simultaneously, the cloud hyperscalers—Amazon Web Services, Microsoft Azure, and Google Cloud—are creating immense strategic tension.
Adrian Baschnonga, EY Global Telecommunications Lead Analyst, observes: "Competition is increasingly coming from outside traditional telecom boundaries. Satellite providers are expanding their ambitions, while hyperscalers are simultaneously becoming both competitors and essential partners. This makes strategic positioning more important than ever as telcos determine where they can create distinctive value within increasingly interconnected ecosystems."
Telcos are trapped in a "frenemy" dynamic. They rely on hyperscalers to modernize their own internal core networks and host their data, yet those same tech giants are steadily encroaching on the enterprise edge computing market, threatening to relegate traditional carriers to the role of dumb, low-margin utility pipes.
The Pivot to Sovereign Cloud and AI Infrastructure
Desperate to escape commoditization, telecom leaders are looking beyond traditional connectivity. Half of executives (50%) now view non-core services as a critical growth catalyst, a sharp increase from 34% in 2024. The new battlefield is sovereign cloud and AI infrastructure.
Carriers are attempting to leverage their domestic fiber backbones, local real estate, and regulatory trust to build "AI Factories." In regions with strict data localization laws, such as the European Union under the AI Act, or in the Middle East and Asia-Pacific, government agencies and financial institutions are hesitant to send sensitive telemetry to US-based commercial clouds. Telcos are stepping into this void, partnering with hardware giants like NVIDIA to offer localized GPU-as-a-Service (GPUaaS).
It is a bold pivot, but a perilous one. Hyperscalers achieve massive profitability through 70% to 85% compute utilization, aggregating batch jobs globally. A regional telco deploying highly expensive edge GPU clusters risks sporadic utilization, turning a strategic asset into a depreciating financial anchor. Furthermore, raw compute is useless without the sophisticated software orchestration layers that Silicon Valley has spent a decade perfecting.
The telecommunications industry is facing a forensic stress test of its structural integrity. If carriers can successfully navigate the workforce upheaval, define their strategic North Star, and defend their enterprise margins against orbital and cloud-based predators, they may emerge as the sovereign architects of the AI age. But if they fail to align their operating models with their technological ambitions, the systems that hold our digital world together will simply be rebuilt by someone else.
