Pakistan's AI Gambit: A $1B Plan for Digital Sovereignty & Growth

ISLAMABAD, Pakistan – February 20, 2026 – The Government of Pakistan today formally adopted the Islamabad AI Declaration, a landmark national strategy that aims to position the country as a sovereign and responsible power in the global artificial intelligence landscape. Presented by Federal Minister for Information Technology and Telecommunication, Ms. Shaza Fatima Khawaja, at the conclusion of the Indus AI Summit 2026, the declaration outlines a vision for a private-sector-led AI economy, enabled by government, to fundamentally advance Pakistan's society, economy, and governance.

“The Islamabad AI Declaration is a foundational step in strengthening Pakistan’s digital economy,” Ms. Khawaja stated. “Under the Prime Minister’s vision to harness AI for public good and economic growth, this framework provides a disciplined roadmap to create jobs, enable enterprise, and build long-term competitiveness. Our youth are our greatest strategic asset, and AI will be a catalyst for inclusive prosperity.”

A Blueprint for a Sovereign Digital Future

At the heart of the declaration are nine foundational principles designed to guide Pakistan's national AI ecosystem. These principles move beyond generic policy statements, establishing a clear framework that prioritizes national interest, ethical governance, and measurable results. Key among them are "AI as a sovereign choice" and "sovereign data stewardship," which mandate that all AI development must align with Pakistan's constitutional objectives and that national data remains governed under its own legal framework.

This emphasis on sovereignty is a direct response to the global challenge of vendor dependency and data colonialism. The framework insists on human accountability and institutional oversight in all decisions of public consequence, ensuring that AI systems remain explainable, auditable, and proportionate to their risk, especially in government applications.

The strategy adopts a pragmatic, "use-case-first" deployment model, focusing on areas where AI can deliver tangible improvements in economic productivity and public service delivery. This coordinated, whole-of-government approach is designed to prevent fragmented efforts and ensure that investments in AI translate into real-world value for citizens and businesses.

Dr. Sohail Munir, Chairperson of the Pakistan Digital Authority (PDA), the body tasked with AI governance and oversight, reinforced this commitment. “The Declaration establishes the foundations for AI governance and supervision in Pakistan and reflects a disciplined commitment to sovereignty, public trust, and measurable national value,” he said. “Pakistan will adopt AI responsibly, govern it rigorously, and build domestic capability with accountability.”

From Declaration to Execution: The Billion-Dollar Bet

Underscoring the seriousness of its intent, the government has attached a substantial financial commitment to the declaration. Prime Minister Shehbaz Sharif has announced a plan to invest $1 billion in Artificial Intelligence by 2030, a figure intended to catalyze a comprehensive modernization of the country's digital landscape.

A major component of this is the proposed $1 billion National AI Ecosystem Development Program (NAIEDP), set to run from 2026 to 2031, with an initial allocation of $100 million for the upcoming fiscal year. This program will be complemented by a national fund-of-funds, pegged at approximately $100 million over five years, designed to inject venture and growth capital into AI startups and innovative digital solutions.

Recognizing that technology is only as effective as the people who build and use it, the plan includes ambitious human capital development initiatives. The government has pledged to fund 1,000 PhD scholarships in AI by 2030 to cultivate top-tier research talent. In a significant development, the country recently launched its first locally hosted sovereign AI cloud through a partnership between Telenor Pakistan and Data Vault Pakistan. This infrastructure ensures that sensitive national data—from financial records to government information—remains within Pakistan's borders, strengthening cybersecurity and data privacy while reducing reliance on offshore platforms. This sovereign cloud provides domestic startups, researchers, and government agencies with access to high-performance GPU-as-a-service, a critical resource for training and deploying advanced AI models.

This initiative is powered by the nation's first dedicated AI data center in Karachi, equipped with over 3,000 advanced Nvidia H100 and H200 GPUs. To support this and future growth, the government has allocated 2,000 megawatts of power for AI data centers and related digital industries. These efforts are part of a broader Rs. 70 billion Digital Infrastructure Connectivity Plan aimed at expanding broadband penetration, accelerating fiberization, and preparing for the rollout of 5G technology.

While ambitious in its economic goals, the Islamabad AI Declaration is equally focused on establishing robust governance. The framework's emphasis on human accountability, explainability, and risk-proportionate systems aligns with global best practices promoted by organizations like the OECD and the G20. The Pakistan Digital Authority has been directed by the Prime Minister to operationalize and enforce a national AI Supervisory Framework consistent with the declaration's principles. This includes developing the legal and governance architecture necessary for structured, accountable AI adoption across all sectors of the economy and government.
