Treasury Board of Canada Secretariat (TBS)

The Treasury Board of Canada Secretariat (TBS) is a central agency and the administrative arm of the Treasury Board, a committee of Cabinet within the Government of Canada. Its core mission is to support the Treasury Board in its role as the government's management committee, providing advice and recommendations on how the government spends money, regulates, and is managed. The Secretariat aims to ensure that government is well-managed and accountable, with resources allocated effectively to achieve results for Canadians. Its headquarters are located in the James Michael Flaherty Building in Ottawa, Ontario, Canada.

TBS offers a wide range of services to federal departments, agencies, and Crown corporations. These include providing guidance for the effective implementation of government policies and priorities, reviewing spending proposals and programs for efficiency, and managing compensation and labour relations for the core public service, including collective bargaining. The Secretariat also sets direction for financial and technology management, leads digital transformation initiatives, and oversees efforts to green federal operations. Furthermore, it is responsible for issuing direction and guidance related to the Access to Information Act and the Privacy Act.

As of June 2026, the President of the Treasury Board, who is also the minister responsible for the Secretariat, is Shafqat Ali, with Bill Matthews serving as the Secretary of the Treasury Board. Recent activities include the advancement of investments through Supplementary Estimates (A) for 2026–27, a first-ever meeting of Federal, Provincial and Territorial Ministers on Red Tape Reduction in May 2026, and a statement by Minister Ali regarding the Auditor General's report on Accessibility in the Public Service. The Secretariat also launched an online tracker for the federal public service early-retirement incentive program, reporting over 4,000 approved applications as of June 9, 2026.
