Pennsylvania Housing Finance Agency (PHFA)
The Pennsylvania Housing Finance Agency (PHFA) is a state-affiliated, non-profit organization established by the Pennsylvania General Assembly in 1972. Its core mission is to provide affordable homeownership and rental housing options for older adults, low- and moderate-income families, and individuals with special housing needs across the Commonwealth. The agency also aims to promote economic development throughout Pennsylvania by channeling capital into safe, decent, and affordable housing. PHFA maintains its headquarters in Harrisburg, with regional offices located in Norristown and Pittsburgh.
PHFA offers a diverse range of products and services, including single-family mortgage loans, down payment and closing cost assistance programs such as Keystone Advantage and K-DATE, and home repair loans like the Homeowners Energy Efficiency Loan Program (HEELP). The agency also invests in multifamily rental developments through mechanisms like Low-Income Housing Tax Credits (LIHTC), PennHOMES funding, and the National Housing Trust Fund. Additionally, PHFA provides foreclosure prevention services, including the Homeowners' Emergency Mortgage Assistance Program (HEMAP), and offers housing counseling and education for both renters and homebuyers.
Robin Wiessmann currently serves as the Executive Director and CEO, overseeing a staff of over 330 employees. The agency is governed by a 14-member board. PHFA operates as a largely self-funded entity, generating income primarily through the sale of securities, program fees, and administrative reimbursements, rather than relying on public tax dollars. In recent news, PHFA awarded $93.4 million in Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) funding on June 11, 2026, to support 432 housing and community development initiatives across all 67 counties in Pennsylvania. The agency also recently launched K-DATE, a new loan designed to boost down payment and closing cost assistance for homebuyers.
