Established in November 2023, NAVR operates with a focus on Washington, D.C., where it engages with policymakers.
NAVR's key services include establishing industry certifications to ensure high ethical standards and transparent business practices within the veteran support ecosystem. The association advocates for Veterans' rights, particularly their ability to choose private services for navigating the Department of Veterans Affairs (VA) disability claims process. It also engages with federal and state legislators and regulators to protect its members' operations and growth, while providing members with exclusive industry insights and trend analysis. The organization has expanded its alliance to include medical networks, such as Valor Health and Valor Psychology for Veterans, to enhance ethical and high-quality medical support for Veterans.
Led by President Peter O'Rourke, former Acting VA Secretary, NAVR actively shapes policy and industry standards. In May 2026, NAVR responded to a federal court ruling concerning VA disability claims assistance, emphasizing the need to balance veteran protection with access to lawful support. The association has also commended states like Virginia, Mississippi, and Idaho for enacting new laws designed to protect Veterans while preserving their choice in seeking assistance. Ashleigh Barry serves as the Senior Vice President of Communications, appointed in January 2024.
