Federation of Canadian Municipalities (FCM)
The Federation of Canadian Municipalities (FCM) is the national voice for municipal governments in Canada, dedicated to improving the quality of life in communities across the country. Headquartered in Ottawa, Ontario, FCM's core mission involves advocating for municipal interests on policy and program matters within federal jurisdiction, serving as a national convenor, and fostering municipal capacity building.
FCM represents over 2,000 municipalities, encompassing more than 90% of the Canadian population, and actively lobbies the federal government on their behalf. Its key services include advocacy, providing funding for sustainable municipal projects through initiatives like the Green Municipal Fund, and offering resources and training to help municipalities address local challenges. The organization also facilitates knowledge sharing and hosts events such as its Annual Conference and Trade Show.
Carole Saab serves as the Chief Executive Officer, with Tim Tierney as the current President. Recent activities in June 2026 included honoring municipal leaders at its Annual Conference, celebrating its 125th anniversary, and launching a Defence Task Force to align municipal expertise with federal defense efforts. FCM also addressed the opening of the Gordie Howe International Bridge, with President Tierney highlighting its significance for Canada-U.S. relations amidst trade tensions. FCM maintains its position as a significant national lobby group, influencing policy and debate on behalf of Canadian municipalities.
