Federal Home Loan Bank of Atlanta (FHLBank Atlanta)
The Federal Home Loan Bank of Atlanta (FHLBank Atlanta) is a cooperative bank established by the U.S. Congress in 1932, headquartered in Atlanta, Georgia. Its core mission is to provide competitively priced financing, community development grants, and other banking services to its member financial institutions. The bank's primary objective is to support affordable home mortgages and foster economic development within the communities served by its members, rather than focusing on profit generation.
FHLBank Atlanta offers a range of products and services, including advances (fully secured loan products), community investment programs such as affordable housing grants and discounted advances, correspondent banking services for cash management and securities portfolios, and letters of credit. These offerings enable member institutions to manage liquidity, fund mortgages and other loans, optimize asset/liability management, and meet local credit needs. The bank serves a diverse market segment comprising commercial banks, credit unions, savings institutions, insurance companies, and community development financial institutions across Alabama, Florida, Georgia, Maryland, North Carolina, South Carolina, Virginia, and the District of Columbia.
Reginald T. O'Shields assumed the role of President and Chief Executive Officer on January 1, 2026, following the retirement of Kirk R. Malmberg. In 2026, FHLBank Atlanta committed $120 million to fund its affordable housing programs, which include initiatives for homebuyer downpayment assistance, housing development, and rehabilitation. This commitment includes $60 million for homebuyer assistance programs and $50 million for the Affordable Housing Program (AHP) General Fund. The bank consistently allocates 10% of its annual net income to its Affordable Housing Program. For the first quarter of 2026, FHLBank Atlanta reported a net income of $142 million and declared a quarterly cash dividend at an annualized rate of 6.40 percent.
