District of Columbia Housing Finance Agency (DCHFA)
The District of Columbia Housing Finance Agency (DCHFA) is a financial intermediary and administrator of affordable housing programs, established in 1979 to stimulate and expand homeownership and rental housing opportunities in Washington, D.C.. Its mission is to advance the District's housing priorities by investing in affordable housing and neighborhood development, providing pathways for residents to transform their lives through efficient capital sources for rental housing and homeownership opportunities. DCHFA's headquarters are located at 815 Florida Ave NW, Washington, DC 20001. The agency operates as a self-sustaining component unit of the District of Columbia Government, with independent budget, finances, procurement, and personnel systems.
DCHFA provides a range of financial resources and programs, including affordable housing financing, mortgage programs, bond issuance, and community development initiatives. It offers low-cost predevelopment, construction, and permanent financing to both for-profit and non-profit developers for the construction, acquisition, and renovation of rental housing. For single-family homes, DCHFA offers low-cost mortgages and down payment assistance, facilitated by mortgage-backed securities. Key programs include DC Open Doors, DC4ME, HomeAdvantage DC, the Home Purchase Assistance Program (HPAP), and the Employer-Assisted Housing Program (EAHP). The agency issues tax-exempt and taxable mortgage revenue bonds to achieve its objectives.
Christopher E. Donald has served as the Executive Director/CEO of DCHFA since March 2021, having previously held interim and acting roles. Melissa Lee joined the agency as Chief Financial Officer in May 2025. DCHFA remains a pivotal organization in enhancing affordable housing in the District of Columbia. In fiscal year 2023, the agency processed over 300 HPAP loans, and in fiscal year 2022, it financed 12 new multifamily projects totaling $272.6 million. The Housing Investment Platform (HIP) program is another initiative designed to assist middle-class residents with home purchases.
