Clean Power Alliance (CPA) is a not-for-profit public agency operating as a Community Choice Aggregator (CCA) that provides clean electricity to communities across Southern California. Established in 2017 as a Joint Powers Authority (JPA), its core mission is to decarbonize the electricity sector by offering competitive rates, expanding customer choice, and delivering innovative programs. CPA's headquarters are located at 801 S. Grand Ave., Suite 400, Los Angeles, CA 90017.
CPA serves over three million residents and businesses across 38 communities in Los Angeles and Ventura Counties. The organization offers customers a choice of three energy options: 40% Lean Power, 50% Clean Power, and 100% Green Power, which is derived from renewable sources. While CPA procures the clean power, Southern California Edison (SCE) continues to deliver the electricity, maintain the grid infrastructure, and handle customer billing.
Clean Power Alliance is recognized as the #1 green power provider in the United States by the National Renewable Energy Laboratory and is the fourth largest electricity provider in California. Ted Bardacke serves as the Chief Executive Officer. Effective July 1, 2026, Robert Parkhurst assumed the role of Chair of CPA's Board of Directors, which is composed of locally elected officials from its member cities and counties. In recent news, CPA launched its 2026 Clean Energy and Reliability Request for Offers (RFO) in May 2026 to further expand its clean energy portfolio. The organization also played a significant role as a major customer for the SunZia project, one of the largest clean energy infrastructure projects in U.S. history, which became fully operational in June 2026. In November 2025, S&P Global Ratings raised CPA's issuer credit rating to 'A' from 'A-', citing improved liquidity and solid operating results.
