Established in 2021 and headquartered in Washington, D.C., BPI aims to bridge the knowledge gap between Bitcoin's technical realities and its policy implications, ensuring that legislative and regulatory decisions are informed by accurate, unbiased analysis. Its core mission is to promote policies that neither stifle Bitcoin's societal benefits nor overlook legitimate concerns regarding illicit finance, consumer protection, or environmental impact.

BPI's key services include producing authoritative research on Bitcoin's role in national security, energy systems, financial inclusion, and monetary policy. The institute educates policymakers and their staff through briefings, workshops, and its Congressional Fellowship Program, translating complex technical concepts into clear policy frameworks. Additionally, BPI actively engages with federal agencies, Congressional offices, and state governments to help craft innovation-friendly Bitcoin policies and hosts the annual Bitcoin Policy Summit, a forum for industry leaders, regulators, and researchers.

Recent activities include the publication of a May 2026 report detailing foreign influence campaigns against U.S. AI infrastructure and the launch of an international initiative to educate UK policymakers. In April 2026, a BPI report on establishing a Bitcoin reserve was delivered to Taiwan's Premier and Central Bank Governor. The institute also began building its own Bitcoin reserve in January 2024, confirmed in April 2026, aligning its organizational finances with its advocacy for Bitcoin. Key leadership includes David Zell as President, Grant McCarty and Matthew Pines as Executive Directors, Zack Shapiro as Head of Policy, and Sam Lyman as Head of Research.
