Whitemud Expansion: A Landmark Partnership to Unclog West Edmonton

ENOCH CREE NATION, AB – May 11, 2026 – A landmark $27.9 million investment to overhaul a notoriously congested section of Whitemud Drive was announced today, marking a significant step forward in a unique collaboration between the Government of Alberta, the City of Edmonton, and the Enoch Cree Nation (maskêkosihk).

The project, funded through a three-way cost-sharing agreement with each partner contributing approximately $9.3 million, promises to alleviate a major bottleneck in west Edmonton and sets a new precedent for inter-governmental and Indigenous-led infrastructure development.

"Alberta is growing and our government is making smart investments to expand roads that improve people's daily commutes," said Devin Dreeshen, Minister of Transportation and Economic Corridors. "While others delay and debate, we are getting shovels in the ground for projects that improves safety, reduces traffic congestion, and supports long-term economic growth."

Taming a Notorious Bottleneck

For years, commuters and residents in west Edmonton have navigated the challenging two-lane stretch of Whitemud Drive between Lewis Estates Boulevard and 231 Street. This 2.4-kilometer segment has become a well-known chokepoint, serving a rapidly expanding mix of residential communities like Lewis Estates and Glastonbury, and major commercial destinations including Costco and the River Cree Resort & Casino.

Local drivers describe the current traffic conditions as frequently "unbearable," with congestion intensifying throughout the day. The narrow, undivided roadway, flanked by ditches, leaves little room for error and has been a source of significant safety concerns. The constant packing up of vehicles, especially near the intersection with Winterburn Road, has created what many see as an unsafe and frustrating daily experience.

The upgrades are seen by many as long overdue. The project directly addresses these long-standing issues, which have impacted not only daily commuters but also the Enoch Cree Nation community, whose members have cited the road's dangerous history and personal losses.

"As Edmonton continues as one of Canada's fastest-growing and most affordable cities, building the infrastructure we need to keep pace with that growth is essential," said Mayor Andrew Knack. "The Whitemud Drive Improvements Project significantly improves road safety, will reduce congestion for drivers and supports the immediate and future growth of the Enoch Cree Nation."

A Blueprint for the Future: Project Scope and Design

The Whitemud Drive Improvements Project is a comprehensive overhaul designed to address both current needs and future growth. The core of the project involves transforming the two-lane road into a modern, four-lane divided roadway, complete with a raised center median and dedicated turn lanes to enhance safety and traffic flow.

Key design elements include:
* Intersection Upgrades: Major improvements to intersections will increase efficiency and safety for turning vehicles.
* Enhanced Connectivity: The project includes the extension of new travel lanes east of Chief Lapotac Boulevard, which will connect into the Whitemud Drive jughandle, further streamlining traffic movement.
* Modern Infrastructure: New traffic signals and streetlighting will be installed along the corridor. The project also encompasses new storm drainage systems, upgraded road surfaces, utility relocations, and landscaping.

With the design phase approximately 75% complete, final approvals are expected in the second quarter of 2026. Construction is tentatively scheduled to begin in the same quarter, with a phased approach planned through to the end of 2027. Preliminary work, including tree clearing conducted outside of the sensitive bird nesting season, is already complete.

Motorists should prepare for a full road closure of Whitemud Drive between 231 Street and 215 Street during construction, though at least one lane in each direction will be maintained between 215 Street and Lewis Estates Boulevard. Clearly marked detour routes will be established to guide traffic.

More Than a Partner: Enoch Cree Nation Leads the Way

Beyond the engineering and financial commitments, the most groundbreaking aspect of this project is the central role of the Enoch Cree Nation. In a move that signals a significant shift towards Indigenous self-determination in major public works, the Nation is not just a consulting partner but a leader in the project's execution.

Enoch Cree Nation will serve as the general contractor for the entire project, managing the construction through its own entity. This leadership role ensures that economic benefits, including job creation and skills development, flow directly back into the community. Furthermore, the Nation is contributing approximately eight acres of its own land as the road right-of-way, a critical contribution that makes the entire widening project possible.

The design includes four new access points into Enoch Cree Nation land, strategically planned to support the Nation’s future residential and commercial development projects, further integrating its growth with the region's infrastructure.
