A joint analysis by Opportunity@Work and the Brookings Institution highlights that up to 11 million “gateway jobs”—the very entry-level and mid-skill roles that STARs have historically used to climb the economic ladder—are highly exposed to disruption from AI.
This dismantles the mobility architecture that both workers and employers rely on. “The rules, signals, and systems built during technological transitions tend to last long after the technology itself evolves,” Debroy warned. “The defaults being set today will shape who can access opportunity, advance, and thrive for generations. Within Opportunity@Work’s own network of employers, jobs open to STARs increased by nearly 20% year-over-year, and 90,000 STARs have achieved upward mobility since 2022. The report finds that simple awareness is a powerful catalyst: among employers conscious of the paper ceiling, 62% of postings in historically degree-required roles were open to STARs in 2025, compared to just 57% overall.
On the other hand, policymakers are scrambling to erect guardrails for AI in employment. With no federal law in place, a patchwork of state and local regulations is emerging. New York City’s Local Law 144 requires bias audits for automated hiring tools. Colorado’s landmark AI Act, effective this month, establishes a “duty of reasonable care” for developers and employers using high-risk AI systems. These regulations signal a growing recognition that AI is not a neutral tool and that its deployment requires accountability.
