Experts view VEON's Mukto Pay as a strategic challenge to Bangladesh's digital payment duopoly, leveraging telecom infrastructure and regulatory flexibility to capture high-growth financial services.
Telco to Fintech: VEON Challenges Bangladesh's Digital Payment Duopoly
DHAKA, Bangladesh – November 04, 2026 – In a strategic maneuver that blurs the lines between telecommunications and financial services, VEON Ltd. has officially entered Bangladesh’s fiercely competitive digital payments arena. Through its local operating subsidiary, Banglalink, the Nasdaq-listed global digital operator announced the commercial launch of Mukto Pay today. The rollout follows a Payment Service Provider (PSP) license granted by Bangladesh Bank in August, signaling a definitive pivot from traditional connectivity provider to a comprehensive digital lifestyle ecosystem.
The launch of Mukto Pay is not an isolated product release; it is the cornerstone of a much larger strategic play. VEON is leveraging its vast telecom infrastructure to capture high-margin financial transactions in one of the world's fastest-growing frontier markets.
“Mukto Pay reflects our long-term commitment to Bangladesh, putting digital financial services directly into the hands of customers and businesses,” said Kaan Terzioglu, Group Chief Executive Officer of VEON. “We have seen across our markets that connectivity creates the foundation, but lasting impact comes from building services around the way people live, work and transact.”
Disrupting a Duopoly: The Battle for Digital Wallets
To understand the magnitude of VEON’s ambition, one must look at the entrenched incumbents it seeks to unseat. Bangladesh’s mobile financial services (MFS) sector is a robust, rapidly expanding ecosystem that processed transactions worth Tk 17.37 lakh crore by the end of 2024. Yet, it remains heavily concentrated.
bKash, the undisputed market leader, commands over 60 percent of the market share. With nearly 84 million verified users—representing roughly one percent of the global population—bKash has successfully transitioned from a simple peer-to-peer transfer app into a sprawling digital lifestyle platform offering nano-finance, international remittances, and AI-driven credit scoring. Its sprawling network of over 350,000 agent points creates a formidable barrier to entry for any newcomer.
Meanwhile, the second-largest player, Nagad, has historically processed massive volumes—facilitating transactions worth Tk 44,639 crore in a single month earlier this year. However, recent operational challenges stemming from an ownership dispute have caused Nagad's market share to slide below 20 percent. Industry analysts suggest that this structural vulnerability in the duopoly presents a rare, timely opening for a well-capitalized third player like VEON.
Rather than attempting to match bKash’s physical agent network overnight, VEON is playing to its strengths. Mukto Pay is designed to be universally accessible. Smartphone users can access the platform regardless of their mobile carrier, while Banglalink’s existing customer base can utilize the service via basic feature phones—a critical feature for penetrating deep rural areas where smartphone adoption lags.
The Regulatory Playbook: Bridging PSP and Digital Banking
The regulatory architecture of Bangladesh's financial sector dictates the rules of engagement. Banglalink currently operates Mukto Pay under a PSP license, which permits digital payments between payers and payees, such as merchant integrations, utility bill payments, and wallet-to-wallet transfers. At launch, Mukto Pay already boasts integration with more than 9,500 online merchants.
However, a PSP license inherently lacks the broader cash-in/cash-out capabilities and sophisticated lending products permitted under a full Mobile Financial Service (MFS) license, which is typically bank-led. This is where VEON’s strategy reveals its true depth.
In September 2026, VEON Digital Financial Group and the local conglomerate Square Group received initial approval from Bangladesh Bank to establish a digital bank. Operating without physical branches or proprietary ATM networks, this digital bank requires a steep minimum paid-up capital of Tk 300 crore. Once operational, it will effectively bridge the gap between Mukto Pay’s current PSP capabilities and the comprehensive financial products offered by MFS incumbents.
“With Mukto Pay, Banglalink is extending its reach beyond connectivity into everyday financial transactions,” noted Johan Buse, Chief Executive Officer of Banglalink. “This is a foundation on which we can continue to build a much broader set of digital financial services for Bangladesh.”
Financial sector observers point out that by pairing a ubiquitous payment app with a licensed digital bank, VEON can bypass the traditional MFS regulatory constraints, offering direct access to savings accounts and micro-loans to the 99 percent of the population currently underserved by conventional banking institutions.
Beyond Megabytes: A Blueprint for Frontier Market Fintech
VEON’s aggressive expansion in South Asia is part of a broader corporate metamorphosis. As traditional voice and data revenues plateau globally, telecommunications companies are increasingly looking to digital financial services to drive top-line growth and improve customer retention.
Bangladesh marks the fourth active digital financial services market in VEON’s portfolio. The company has already proven this model in other emerging economies. In Pakistan, its JazzCash platform is a dominant force in mobile money. Across Pakistan, Kazakhstan, and Uzbekistan, VEON’s financial services platforms served approximately 59 million active customers in the second quarter of 2026, injecting USD 151 million into the group’s digital revenue stream.
The deployment of Mukto Pay serves as the operational tip of the spear for VEON’s “Invest in Bangladesh NOW” initiative. Formally launched in New York last September, the initiative is anchored by a USD 250 million investment commitment from VEON, with the ultimate goal of attracting USD 1 billion in foreign direct investment to the country's digital infrastructure and AI sectors.
The Road Ahead for Financial Inclusion
Despite the extraordinary reach of mobile money in Bangladesh—where close to half of all adults hold an MFS account—there remains a vast, untapped market for deeper financial inclusion. Around 80 percent of e-commerce transactions in the country are still settled via cash on delivery, highlighting a lingering trust deficit and a reliance on physical currency.
To combat this, Mukto Pay is actively preparing to introduce and promote Bangla QR, Bangladesh’s national interoperable QR payment standard. This interoperability is crucial. It dismantles the walled gardens that have historically fragmented digital payments, allowing merchants to accept funds from any participating bank or digital wallet through a single code.
By combining its deep pockets, global fintech expertise, and a captive telecommunications user base, VEON is betting that it can redefine how money moves in Bangladesh. The success of Mukto Pay will ultimately depend on its ability to seamlessly transition users from simple bill payments to the more lucrative, sophisticated financial products that its upcoming digital bank will offer. If executed correctly, VEON’s telco-to-fintech playbook could fundamentally alter the competitive dynamics of South Asia's digital economy.
