PENN's $360M Aurora Bet: A New Blueprint for Midwest Gaming

PENN Entertainment is preparing to close a chapter on Illinois gaming history. On June 10, its Hollywood Casino Aurora riverboat will cease operations, ending a thirty-year run on the Fox River. Just two weeks later, on June 24, the company will unveil its replacement: a sprawling, $360 million land-based resort. This transition is far more than a simple relocation; it represents a calculated, large-scale bet on the future of regional entertainment and a clear indicator of the strategic evolution reshaping the American gaming landscape.

“We are less than a month away from welcoming our loyal customers and guests to the new state-of-the-art Hollywood Casino Aurora,” said Jay Snowden, CEO and President of PENN Entertainment, in a recent announcement. The move signals the end of an era defined by the state's original Riverboat Gambling Act and the beginning of one focused on creating integrated entertainment destinations.

From Floating Relic to Land-Based Juggernaut

The strategic pivot from riverboat to land-based operations is a direct consequence of a shifting regulatory and competitive environment. When Illinois first legalized riverboat gambling in 1990, it was a novel strategy to revitalize struggling river towns. The law initially required casinos to be on navigable waterways and, for a time, even mandated they cruise during gambling hours. A 1999 amendment allowed for permanently docked operations, but the physical constraints of the barges remained.

This model faced increasing pressure over the years, particularly from the proliferation of video gaming terminals (VGTs) in bars, restaurants, and truck stops across the state. The game-changer arrived with the sweeping 2019 gaming expansion legislation signed by Governor J.B. Pritzker. This act not only authorized new casinos and legalized sports wagering but, crucially, allowed existing riverboat casinos to move their operations inland. This legislative shift unlocked the potential for operators like PENN Entertainment to escape the confines of their aging vessels and invest in the kind of modern, large-scale facilities necessary to compete in a crowded market.

PENN is not just testing this strategy; it's doubling down on it. The company recently executed a similar move in Joliet, replacing its riverboat with a new $185 million land-based casino in August 2025. The results have been immediate and impressive, with Joliet's gaming revenue jumping a reported 56% year-over-year in March 2026. This success provides a powerful proof of concept for the much larger investment in Aurora.

Engineering a Regional Entertainment Hub

The new Hollywood Casino Aurora is engineered to be more than a place to gamble; it’s designed as a full-service regional destination. Strategically located adjacent to the Chicago Premium Outlets near Interstate 88, the facility aims to capture a broad cross-section of visitors from across the Chicagoland area. “Our new location is ideally situated to welcome guests to enjoy a broad array of entertainment and dining experiences in the region,” noted Rafael Verde, Senior Vice President of Operations for PENN Entertainment.

The property’s specifications underscore this ambition. It will feature approximately 1,200 gaming positions, a dedicated baccarat room, and a sportsbook. But the non-gaming amenities are what truly define the project’s scope: a 226-room hotel, a full-service spa, an outdoor entertainment area, and a 12,000-square-foot event center. High-profile dining options, including Sorella by Giada and the Boulevard Food & Drink Hall, are intended to draw customers seeking a complete night out, not just a few hours at a slot machine. This integrated resort model is PENN’s answer to top-tier competitors like Rivers Casino Des Plaines, which has long dominated the Illinois market by offering a premium, multifaceted experience.

A Public-Private Partnership for Economic Renewal

The $360 million project is a cornerstone of Aurora's economic development strategy. The City of Aurora has been an active partner, approving the final plans and zoning with a near-unanimous 10-1 vote and even creating a special entertainment district to allow patrons to carry drinks throughout the resort. In a significant show of commitment, the city donated the land for the project and contributed $50 million toward its development, an investment that will be repaid through a tax increment financing district.

This public-private synergy is expected to yield substantial returns. The new resort is projected to create 700 permanent jobs, a net increase of around 350 positions compared to the outgoing riverboat. The construction phase alone generated an additional 700 jobs, with PENN partnering with local unions and minority-, women-, and veteran-owned businesses. City officials anticipate a significant boost in tax revenue, with property taxes from the developed land projected at $5.5 million annually, on top of increased gaming, hotel, and sales taxes. “Our Aurora riverboat has created thousands of memorable experiences and supported economic development throughout the city for over three decades, and we look forward to replicating these successes for years to come,” Snowden affirmed.

Managing the Human and Customer Transition

While the focus is on the new facility, PENN Entertainment is managing the complex logistics of transitioning its workforce and customer base. The company has been actively hosting job fairs to fill the hundreds of new roles, offering competitive benefits and training opportunities to staff the expanded operations in gaming, hospitality, and dining.

For patrons, the company has established a clear transition plan. The riverboat will remain fully operational until its final moments at 5:59 a.m. on June 10. During the two-week interim, customers are being encouraged to visit PENN’s other regional properties, including the new Hollywood Casino Joliet and Ameristar East Chicago, which are part of the same PENN Play loyalty program. In a nod to long-time players, any unused chips from the riverboat can be cashed in at the new casino's cage until the end of the year, ensuring a smooth and customer-friendly changeover as the company places its massive bet on the future of land-based gaming in Illinois.
