For the Kentucky Department of Education (KDE), the successful deployment of GoGuardian’s internet filtering software across all 155 of its school districts is not a miracle, but the result of a meticulously built, decades-old machine. The partnership, which provides a centralized, no-cost filtering solution to the entire state, offers a powerful case study in public sector execution, but also places Kentucky at the epicenter of a national debate on student digital safety and privacy.

This includes a daily average of 28,400 attempts to access proxy sites used to bypass filters, 8,902 alerts for explicit text, 2,172 for explicit images, and over 8,100 for online games. For districts like Eminence Independent, the results have been transformative. “The product has been flawless for us, reporting is near instantaneous and accurate, the product has just really exceeded all of our expectations,” the district reported.
A Two-Way Street: How Kentucky Shaped the Product
Perhaps the most telling aspect of the partnership is that the influence was not unidirectional. KDE’s feedback, channeled from its technical teams and district users, directly shaped the evolution of GoGuardian’s software. Within the first year, this collaboration led to more than 14 distinct feature and version releases, including enhancements to auto-updates and expanded support for captive portals used in school networks.
“GoGuardian is constantly responsive to changes in the internet landscape — that's what we need from a partner,” said Brian Spellman, KDE’s Assistant CTO. “At the one-year mark, I think we're exactly where we hoped to be. And the reason is that they communicate quickly, they act quickly, and they show up.”
This dynamic transformed a standard procurement into a genuine product partnership. “We provided helpful input to GoGuardian that allowed them to deliver product releases fueled by real-time customer feedback, which helps strengthen our partners and the solutions they offer,” explained Jody Rose, a KETS Engineer and product manager for the initiative. This feedback loop, built on a foundation of trust and shared goals, is a critical lesson for public-private technology ventures.
The Unseen Variable: Navigating the Privacy Minefield
For all its operational success, the Kentucky-GoGuardian partnership cannot be analyzed in a vacuum.
