In 2023, textile exports reached $3.84 billion, positioning Uzbekistan as the 35th largest textile exporter globally. The government has set ambitious goals to double textile exports to $6.5 billion by 2026, with a longer-term target of $9-10 billion by 2030.

This ambitious transformation is underpinned by significant government initiatives. The “Cotton Cluster System,” introduced in 2017, has privatized the cotton industry, granting private companies control over the entire production cycle. As of 2023, 142 clusters manage 100% of the country's textile production. Moreover, the government has successfully eradicated systematic forced and child labor in the cotton industry, improving its global standing and attracting international investment. A key component of this transformation is government incentives, including tax holidays, reduced social tax rates, and customs duty exemptions for imported raw materials, which have attracted over $3.2 billion in private investment.

Andijan Region: A Textile Powerhouse

Andijan Region is a cornerstone of Uzbekistan’s textile industry, known for its high production volume and commitment to modernization. The region accounts for 16.5% of the national textile industry, contributing significantly to cotton fabrics (20%), knitted products (34.1%), and sewing goods (15.6%). In 2024, Andijan produced textile products valued at 20 trillion soums, with textile exports reaching $488 million, representing 42% of the region's total exports. Key enterprises like “Asaka Textile” and “WBM Romitex” exemplify the region’s commitment to advanced manufacturing, utilizing international machinery and implementing sustainable practices like water purification systems.

“Andijan is strategically located and has a skilled workforce,” notes an analyst familiar with the region. “They’ve been proactive in attracting foreign investment and embracing new technologies.” The region is actively developing a “Silk Road” Free Economic Zone to offer tax and customs benefits to investors.
