Hong Kong Unveils Major Talent Conference to Cement Global Hub Status

HONG KONG – February 13, 2026 – Hong Kong is intensifying its campaign to attract the world's brightest minds with the announcement of the "2026 Hong Kong International Talents Conference," a high-profile event set for March 20. The conference aims to solidify the city's role as a premier international talent hub and a critical gateway to the burgeoning opportunities within the Greater Bay Area (GBA) and mainland China.

Positioned as a key satellite event of the HKSAR Government’s "Global Talent Summit Week," the conference operates under the ambitious theme: "Gather Global Talents, Strengthen Regional Cooperation, Serve National Development." Hosted by the Hong Kong Talents Group and organized by the Hong Kong Quality And Talent Migrants Association, the event signals a concerted effort, backed by strategic government partners including the Labour and Welfare Bureau and Hong Kong Talent Engage (HKTE), to align the city’s economic future with a robust talent acquisition strategy.

Set to take place at the Sheraton Hong Kong Hotel & Towers, the conference will bring together government officials, industry leaders, academics, and skilled professionals from across the globe. It serves as a focal point for a much broader, government-led initiative to enrich the city's talent pool and enhance its global competitiveness.

A Coordinated Government Push for Global Minds

The 2026 conference is not an isolated event but the public face of a comprehensive, multi-year strategy by the HKSAR Government. This push is spearheaded by Hong Kong Talent Engage, a dedicated one-stop platform established in late 2023 to streamline the attraction and retention of talent. HKTE provides holistic support for newcomers, offering guidance on everything from career opportunities and business setup to schooling and integration into local life.

This institutional support is built upon a foundation of increasingly liberalized talent admission schemes designed to cast a wide net for global expertise. The most prominent of these is the Top Talent Pass Scheme (TTPS), introduced in late 2022. The TTPS targets high-income earners and graduates from the world's top 100 universities, offering a two-year visa without the prerequisite of a job offer. The program's success has been notable; by the end of 2023, it had attracted over 380,000 applications, resulting in the arrival of approximately 160,000 individuals to the city.

Other key schemes include the Quality Migrant Admission Scheme (QMAS), which has seen its quota significantly expanded, and the Technology Talent Admission Scheme (TechTAS), a fast-track channel for technology companies to recruit overseas and Mainland research and development talent. These initiatives are complemented by the Immigration Arrangements for Non-local Graduates (IANG) and the recently launched New Capital Investment Entrant Scheme, which allows individuals investing over HK$30 million to reside in Hong Kong. This aggressive, multi-faceted approach has helped Hong Kong secure the top spot in Asia in the International Institute for Management Development's 2025 World Talent Ranking.
