Hong Kong Launches Governance Course to Fortify Sports Integrity

HONG KONG – February 27, 2026 – As Hong Kong’s athletes continue to achieve new heights on the global stage, a landmark initiative has been launched to strengthen the foundations supporting them. The Hong Kong Chartered Governance Institute (HKCGI) has officially opened enrolment for the Jockey Club HKCGI Sports Governance Certification Course, a complimentary program designed to professionalize the management and oversight of the city’s National Sports Associations (NSAs).

The course, developed in collaboration with The Hong Kong Jockey Club and funded by its Charities Trust, arrives at a critical juncture for the local sports sector, which has faced increasing calls for greater transparency, accountability, and ethical leadership.

A Timely Response to Governance Gaps

The push for enhanced governance is not merely aspirational; it is a direct response to systemic challenges and a clear mandate for reform. In November 2024, the Sports Federation & Olympic Committee of Hong Kong, China (SF&OC) released a new "Code of Governance" after a comprehensive review of its 77 affiliated NSAs revealed that only about 60% of governance indicators were being fully met.

The SF&OC has set a firm deadline: all associations must implement the code’s recommendations by the end of 2026. The stakes are exceptionally high, as non-compliance could result in the suspension of crucial government funding from the Leisure and Cultural Services Department—a potential "doomsday scenario" for many publicly funded sports bodies.

This new certification course is strategically timed to equip NSA leaders with the tools to meet these new requirements. The SF&OC’s code addresses long-standing areas of concern, including the composition and turnover of governing boards, transparency in athlete selection processes, and the management of coaches and referees. The initiative also comes in the wake of high-profile integrity issues that have tarnished the reputation of local sport, including several match-fixing scandals in football investigated by the Independent Commission Against Corruption (ICAC) over the past three years. By providing structured training, the program aims to build a bulwark against mismanagement and corruption.

An Alliance Forging a New Standard

This certification course is the centrepiece of the broader Jockey Club HKCGI Sports Governance Programme, itself a key component of a powerful multi-agency partnership. Launched in August 2025, the 'Sports Governance and Integrity Alliance' is a three-year collaboration bringing together four influential bodies: The Hong Kong Jockey Club, the ICAC, HKCGI, and the SF&OC.

This formidable alliance reflects a shared commitment to embed professional governance deep within the city’s sporting DNA. The Hong Kong Jockey Club Charities Trust has underscored this commitment with a donation of over HK$31 million to support the Alliance’s work, which includes a parallel capacity-building program run by the SF&OC. Together, these initiatives aim to train approximately 1,200 board members and senior managers across all of Hong Kong's NSAs.

The collaboration leverages the unique strengths of each partner: the SF&OC’s regulatory authority, the ICAC’s expertise in corruption prevention, the Jockey Club’s significant community investment, and HKCGI’s deep knowledge of governance standards.

Inside the Curriculum: A Blueprint for Best Practice

Designed for maximum accessibility and impact, the Jockey Club HKCGI Sports Governance Certification Course is delivered online, allowing participants from busy NSAs to learn at their own pace. The curriculum consists of seven sequential modules totalling approximately 18 hours of study.

The content is intensely practical, moving beyond theory to provide actionable insights. Key topics include:
* Director Duties and Legal Frameworks: Clarifying the legal and ethical responsibilities of board members.
* Strategic Planning: Building long-term vision and sustainable development plans.
* Financial Management: Ensuring transparency and accountability in the use of funds, particularly public money.
* Stakeholder Engagement: Effectively managing relationships with athletes, coaches, members, and sponsors.
* Ethics and Integrity: Fostering a culture that prioritizes fair play and ethical conduct.
* Implementation of the SF&OC Code of Governance: A dedicated module to guide NSAs through the specific requirements of the new mandatory code.

Upon passing a final assessment, participants will receive a Certificate of Completion, validating their expertise. They will also gain access to the Sports Governance Network, a dedicated platform designed to connect certified professionals with governance opportunities and foster a community of practice across the sector. Registration for the complimentary course is open to NSAs, as well as a limited number of HKCGI members and students, until May 12, 2026.
