By installing a 617-foot-long, invisible underground barrier, the county, in partnership with environmental firms GZA GeoEnvironmental, Inc. and REGENESIS, has managed to halt the spread of toxic PFAS contaminants, achieving a staggering 99% reduction in just 90 days and bringing the water back into regulatory compliance.

The Cape's Contamination Crisis

To understand the significance of this achievement, one must first understand the unique vulnerability of Cape Cod. The region's geology, characterized by highly permeable sandy soil, acts like a sponge. While beautiful, this landscape allows contaminants to travel quickly and easily into the underground aquifers that provide 100% of the area's drinking water.

For decades, the Barnstable County Fire Training Academy was a source of just such a contaminant. From the 1970s until 2009, firefighters trained with aqueous film-forming foams (AFFF) containing per- and polyfluoroalkyl substances, or PFAS. These man-made compounds, nicknamed "forever chemicals" for their extreme persistence in the environment and the human body, leached from the training grounds into the soil and groundwater. Monitoring wells near the site showed PFAS concentrations hundreds of times higher than the 20 parts per trillion (ppt) safety limit set by the Massachusetts Department of Environmental Protection.

Exposure to these chemicals has been linked to a host of serious health problems, from developmental effects and hormonal disruption to an increased risk of certain cancers. The contamination created a slow-moving, toxic plume in the groundwater, advancing steadily toward public water supply wells—a ticking clock for the community.

A Paradigm Shift in Cleanup Technology

Traditionally, the go-to solution for this kind of problem has been a brute-force approach called "pump-and-treat." This involves pumping massive volumes of contaminated water out of the ground, running it through an above-ground filtration plant, and then discharging the treated water. It’s an energy-intensive, disruptive, and incredibly expensive process that generates its own hazardous waste in the form of spent filters that must be landfilled or incinerated.

Barnstable County was already feeling the financial strain of this old model. "We have a small pump-and-treat system that is costing the County roughly $450,000 a year," said Paul Ruszala, the County Assets & Infrastructure Manager for Barnstable County. Expanding this system to tackle the entire plume was a daunting prospect. "We realized that the cost-effectiveness of a permeable reactive barrier...was the way to go versus a pump-and-treat system, which in our case could amount to hundreds of millions of dollars."

The county chose a radically different path. Instead of pulling the water out, they decided to treat it in place. The technology, REGENESIS's PlumeStop®, consists of microscopic particles of activated carbon—the same material used in high-end water filters—suspended in a liquid. This solution, totaling more than 600,000 gallons, was injected into the ground at precise locations, where it spread out and coated the individual grains of sand and soil. This process effectively transformed a stretch of the natural aquifer into a massive, subterranean water purifier.

As the contaminated groundwater flows naturally through this treated zone, the PlumeStop particles act like chemical magnets, grabbing PFAS molecules and permanently binding them to the carbon. "The PlumeStop pilot test we conducted reduced PFAS concentrations in groundwater below the regulatory standards," noted Daniel Scanlon, Senior Project Manager at GZA GeoEnvironmental, Inc., the consulting firm that recommended the approach. "Based on those results, we recommended that Barnstable County move forward with full-scale implementation."

A Blueprint for a National Problem

The success in Barnstable is more than a local victory; it's a powerful proof-of-concept for thousands of communities across the United States. With the U.S. Environmental Protection Agency (EPA) finalizing the first-ever national drinking water standards for PFAS in 2024—setting aggressive limits of just 4 ppt for the most common compounds—municipalities and industries are now facing a regulatory and financial reckoning. The need for effective, affordable cleanup solutions has never been more urgent.

The Barnstable project demonstrates that such solutions exist. By moving away from the costly and unsustainable pump-and-treat model, the county not only protected its citizens but also provided a fiscally responsible template for others to follow. The in-situ barrier proved to be faster, cleaner, and a fraction of the lifecycle cost of the alternative.

"The Barnstable project shows how strong collaboration and a well-designed PlumeStop barrier can control PFAS to protect critical groundwater resources," said Scott Wilson, President and CEO of REGENESIS. He highlighted its potential as a "significantly lower-cost, zero-waste alternative to long-term pump-and-treat system operation."
