Arvig's $3.87M Project to Bring Fiber to Rural Minnesota

PERHAM, MN – April 29, 2026 – A significant push to erase digital deserts in rural Minnesota is set to begin this spring, as Arvig launches a $3.87 million project to deploy high-speed fiber internet to 446 homes and businesses currently on the wrong side of the connectivity gap. The initiative, spanning eight counties, is largely powered by a major state grant, underscoring a strategic public-private partnership aimed at modernizing the state's infrastructure.

Arvig, an employee-owned telecommunications provider based in Perham, will construct 104.3 route miles of new fiber-optic cable. The project is backed by $3.4 million in grants awarded through Minnesota's Broadband Line Extension Connection program. The company is contributing an additional $442,000 to see the ambitious project through to completion, which is expected by the end of this year. Upon completion, residents will gain access to internet speeds of up to 1 Gigabit per second (Gbps) for downloads and 100 Megabits per second (Mbps) for uploads—a transformative leap from the current reality in many of these areas.

Closing a Persistent Digital Divide

The project specifically targets locations classified as "unserved," meaning they lack access to a reliable wired service providing even the bare minimum speeds of 25 Mbps download and 3 Mbps upload. For residents in these areas, the digital divide is not an abstract concept but a daily barrier to education, economic opportunity, and modern healthcare.

Todd County, which will see the largest impact with 277 structures connected, has been a focal point of connectivity challenges. As of 2021, the county was described as "extremely underserved," with only 14% of its locations meeting Minnesota's 2026 state speed goal of 100/20 Mbps. While some residents have access to slower DSL or satellite services, which often struggle with reliability and data caps, this project represents the first opportunity for many to access a robust, future-proof fiber connection. The other counties set to benefit include Becker (71 structures), Clay (14), Kandiyohi (37), Lyon (7), Mower (20), Stearns (1), and Yellow Medicine (19).

Local advocacy groups, such as the Todd County Broadband Coalition, have long campaigned for such improvements, highlighting the critical need for high-speed internet to foster economic growth, support remote work and learning, and improve overall quality of life. This expansion directly addresses those long-standing needs.

A State-Led Blueprint for Connectivity

This project is a prime example of the Minnesota Broadband Line Extension Connection program in action. Administered by the Minnesota Department of Employment and Economic Development (DEED) and its Office of Broadband Development (OBD), the program was created in 2022 to tackle the "last-mile" problem, connecting individual homes and businesses that are just beyond the reach of existing networks.

The program operates on a reverse auction model, where ISPs like Arvig bid on extending service to specific addresses or clusters of addresses reported by residents as unserved. The state awards the grant to the provider that proposes the most cost-effective solution, with a cap of $25,000 per line extension. This innovative funding structure makes it financially feasible for companies to take on projects that would otherwise offer a low return on investment due to high construction costs and low population density.

Unlike dense urban areas, where a single mile of cable can serve hundreds of customers, rural deployment involves laying miles of fiber to connect only a handful of locations. The cost is compounded by difficult terrain, regulatory hurdles in securing permits for public and private land, and persistent supply chain disruptions for essential materials like fiber optic glass and connectors.

Furthermore, the industry faces a nationwide shortage of skilled labor, from the technicians who splice the delicate fibers to the construction crews who operate the boring equipment. These factors combine to make rural broadband expansion a complex and costly endeavor. By injecting public funds, Minnesota's program effectively de-risks the investment for private companies, incentivizing them to build out infrastructure that is vital for public good but difficult to justify on a purely commercial basis.
