The findings, published in the “Securing Autonomous AI Agents” report from the Cloud Security Alliance (CSA) and commissioned by Strata Identity, paint a picture of an industry caught in a dangerous “time-to-trust” phase. While businesses are eager to unleash an agentic workforce, their underlying security and identity frameworks—designed for humans—are proving dangerously inadequate for governing these new, non-human actors.

“The agentic workforce is scaling faster than identity and security frameworks can adapt,” warned Hillary Baron, AVP of Research at the Cloud Security Alliance, in the report. “Success in the agentic era will hinge on treating agent identity with the same rigor historically reserved for human users, enabling secure autonomy at enterprise scale.”

The Looming Compliance Nightmare

The survey data highlights a dramatic disconnect between the speed of AI adoption and the maturity of the tools used to secure it. While a majority of organizations (58%) currently deploy a relatively small number of agents, expectations for growth are explosive. Within the next 12 months, over 70% of companies expect to be managing dozens, hundreds, or even thousands of these autonomous systems.

This rapid proliferation is occurring in an environment of extremely low confidence. Only 18% of IT and security professionals surveyed reported being “highly confident” that their current Identity and Access Management (IAM) systems can effectively manage agent identities. The majority expressed only moderate to slight confidence, signaling widespread unease about their ability to control, monitor, and secure their growing digital workforce.

This lack of confidence is not unfounded. Discovery and traceability of these agents remain major blind spots. A mere 21% of organizations maintain a real-time inventory of their AI agents, and less than a third can reliably trace an agent's actions back to a human or system owner across all environments. Without a clear understanding of who or what is operating within their networks, organizations are flying blind, unable to effectively manage risk or prove compliance.

Why Human Rules Don't Apply to AI

The core of the problem lies in a fundamental architectural mismatch. Many organizations are attempting to retrofit human-centric security models onto their AI agents, a strategy that is proving ineffective and risky. Nearly half of organizations admitted to using or planning to use outdated and insecure methods like static API keys (44%) and username/password combinations (43%) to govern agent behavior.

These static credentials, often long-lived and overly permissive, are a primary target for attackers. In the context of AI, where agents can be created and destroyed in milliseconds and operate at machine speed, such practices create massive security holes. Unlike human users, AI agents are dynamic and often ephemeral, requiring a new paradigm for identity that can keep pace.

The report notes that this approach results in “mismatched privilege boundaries and unclear accountability.” An AI agent given broad, static permissions to complete a single task may retain that access long after the task is done, creating a persistent and silent vulnerability. This is a far cry from the Zero Trust principles security teams have spent years implementing for human users, which mandate that every access request be continuously verified.

“This survey shows that enterprises are coming to realize that securing AI agents isn’t just about tweaking existing IAM processes, rather it requires rethinking identity architecture altogether,” said Eric Olden, CEO of Strata Identity. “Static credentials, manual provisioning, and siloed policies can’t keep pace with the speed and autonomy of agentic systems.”

The AI Security Budget Boom

Awareness of this growing identity crisis is beginning to translate into financial action. Cognizant of the glaring security and governance gaps, 40% of organizations report they are increasing their overall identity and security budgets specifically to accommodate AI agents. Of those, 34% are allocating a dedicated budget line for AI security, while another 22% are reallocating funds from other security areas to address the urgent need.

This investment is fueling a search for new solutions capable of managing the entire lifecycle of an AI agent's identity. The industry is moving toward purpose-built, runtime authorization aligned to agent intent. This involves issuing short-lived, narrowly-scoped credentials that grant access for a specific task and are immediately revoked. This approach, often called identity orchestration, enables real-time authentication, authorization, and auditing, providing the visibility and control that is currently lacking.

Frameworks are emerging to standardize this new approach. The CSA itself has proposed a model utilizing Decentralized Identifiers (DIDs) and Verifiable Credentials (VCs), technologies that allow for portable, secure, and verifiable digital identities that are not tied to a central authority—a perfect fit for autonomous and distributed AI systems.

Navigating a Maze of Global Regulations

The push to secure AI is not just a technical imperative; it is rapidly becoming a legal one. This security scramble is occurring under the shadow of a burgeoning global regulatory landscape. Frameworks like the EU AI Act, which carries penalties of up to 7% of global turnover for non-compliance, are placing stringent requirements on the governance, transparency, and accountability of AI systems.

In the United States, the NIST AI Risk Management Framework (AI RMF) is becoming the de facto standard for managing AI risks. It provides a systematic process to govern, map, measure, and manage AI systems, with a strong emphasis on accountability and trustworthiness. For an organization that cannot trace an agent's actions or prove it acted within its designated policy, demonstrating compliance with these frameworks will be impossible.

As organizations navigate this complex environment, the message from security experts and regulators is clear: the old ways of managing identity are no longer sufficient. The race is on not just to innovate with AI, but to build a foundational layer of trust and control capable of governing an autonomous workforce before a catastrophic security failure or a crippling regulatory fine forces the issue.
