Her trajectory includes positions as a Service Manager, District Manager, Regional Property Manager, and Director of Operations, culminating most recently in her role as National Senior Director of Operations.

She will now oversee operations at Marine Corps Base Camp Pendleton and Marine Corps Air Station (MCAS) Miramar, two of the most crucial military hubs in the country.

At Camp Pendleton, the world's largest U.S. Marine Corps Amphibious Training Base, Liberty manages over 7,000 homes across 22 distinct communities. At MCAS Miramar in San Diego, the company oversees more than 590 homes. This combined portfolio places Alarcon in charge of the housing and well-being of thousands of Marine families, whose readiness and morale are directly linked to their quality of life at home.

Her deep operational background is seen as a key asset in managing these large-scale communities, where the demands of military life—including frequent relocations and deployments—add layers of complexity to standard property management.

Leading Amid Industry-Wide Scrutiny

The backdrop to Alarcon’s promotion is the turbulent state of the Military Housing Privatization Initiative (MHPI). Launched in the 1990s to improve dilapidated government housing, the program has faced a firestorm of criticism in recent years. Widespread reports from military families across all service branches have detailed systemic problems, including toxic mold, pest infestations, water damage, and dangerously slow maintenance responses.

In 2024, it received an “Exceptional” award from SatisFacts for the eleventh consecutive year, based on over 45,000 surveys that yielded an overall satisfaction score of 4.78 out of 5.00.

However, these accolades stand in stark contrast to public accounts from frustrated tenants. In July 2025, news reports detailed “horrendous” conditions at the company’s Wadsworth Shores community in Virginia, where residents cited cockroach and mice infestations, flooding, and extended power outages. Some residents expressed feelings of being ignored, stating they felt like “just a paycheck.”

At the time, Liberty CEO Philip Rizzo acknowledged the concerns but noted that internal data did not indicate an “inordinate amount” of systemic issues, pointing to the company’s 50-year leases as an incentive to maintain properties. This dichotomy between positive aggregate data and severe individual complaints highlights the challenge Alarcon faces: ensuring that operational excellence is reflected in every single home, not just in overall satisfaction scores.
